Department for protection of water resources

We had many good and pure life-giving water bodies like lakes, ponds, reservoirs, wells, rivers, seas, oceans etc. These are life-saving streams. They play an important role to make the land fertile and green. Protecting these water sources is our prime responsibility. Life on Earth is impossible without them. Any attempt to pollute them is therefore one of the greatest criminal offense on the planet.

Today you make use of these water sources as dump yards of waste. It is like cutting the branch of the same tree where you are sitting, resting and sleeping. Increasing level of water pollution is directly responsible for global warming process. You need not do any special research to understand this basic knowledge. You seem to be more interested in documenting these matters and not much interested in implementing any of them in practice. The so-called civilized society all of you boldly claim yourselves, seems to have no civic sense to live in civilized society. Education also does not teach children, the need and necessity of environment protection. Environment protection does not come in the primary place of our learning, understanding and making part of our lifestyle.

We must inculcate the culture of respecting water sources and consider them as divine. If this feeling is deep rooted in the minds of everyone, then throwing or dumping waste to water sources will never happen.

Some of the steps to be incorporated on the part of protection of water resources are:

1. Ban transportation of oil, poisonous chemicals etc through water bodies including seas.
2. Ban dumping of human waste, sewage water in water bodies.
3. Ban dumping of factory waste to water bodies.
4. Ban fishing activities uninterruptedly throughout the year.
5. Fishing permission can be given keeping a minimum interval of 3 months. This will help the growth of fishes in water bodies. Fishes play a major role in water purification.
6. Prevent all types of encroachment on water bodies.
7. Do not construct anything to disrupt the natural flow of water. Even a minor construction can cause huge and regular disasters.
8. Remove all types of waste already dumped in the water resources on an emergency war-footing basis. These removed waste should be sent to waste processing systems and not to be piled up on the banks of the water bodies.

The department head must convene meetings with senior officials of the department and make a complete draft of rules, regulations and by-law of each and every function of the department. This is 100% required for the smooth functioning of the department. You must ensure that these by-laws are framed in accordance with the fundamental guidelines of the new regime of administration. All the existing rules and regulations of the department will automatically become null and void with the introduction of the new regime of administration. All employees must follow the new rules and regulations in letter and spirit without fail.

The draft must be framed 100% in accordance with the guidelines of the new regime of administration and forward the same to HR department, who will go through the draft and re-confirm all aspects of the by-laws including the man power requirement. The process of incorporating any changes, amendments, alterations, additions or deletions can be suggested by the head of the department at a later stage and the same has to be forwarded to HR department for scrutiny and should be sent to the head of the nation for ratification. A printed copy of this new constitution has to be given to all senior officials within the department and a copy each to all other heads of the departments for their reference.

Violation of the above guidelines will result in nothing less than death warrant. The invisible forces of Nature are tracing and tracking every moment of all of you. Do not take any risk of violating the guidelines of the new regime of administration. It will be at the cost of your life.
