Population explosion will destroy economy of any nation. It will be difficult to maintain hygiene, environment eco-friendly activities, law and order for any government if the population density is beyond a manageable level. Controlling the birth rate is therefore very essential.

Today density of population in most of the cities is more than thousand numbers per sq. km. In some prominent cities, it is crossing the level of even 25,000 per sq. km. This is too high compared to the maximum allowable limit of 260 people per sq. km. The department must ensure that the maximum allowable limit is not crossed nor permitted at any point of time.

Alarming rapid growth of population in cities must be contained. Instead of addressing this matter, authorities are busy in creating infrastructure to accommodate large number of population i.e., widening of roads, construction of multi-storey buildings, over bridges, tunnels etc. All these efforts are in vain if the population is not controlled. Today most of the cities are suffering due to ever-increasing road traffic delay, blockage of sewage lines, scarcity of distributing drinking water, unemployment, increasing crime rate, spread of epidemics, increase of fatal diseases, unhealthy lifestyle and food habits, scarcity of food, sudden fluctuations in the commodities prices, etc. are some of the crisis due to population explosion concentrated on several pockets of the nation.

The department must take sudden and rapid action to control the growth of population. It is a war like situation in many countries. Every minute is important. Strict action to be initiated if anyone violates the below given enlisted guidelines.

A maximum of 260 people per sq. km. is permitted for residing in any part of the land in the entire nation.
Sterilize woman compulsorily after first delivery.
Make sterilization compulsory to any woman who has given birth once.
Do not allow any type of new construction accommodating more than the stipulated number i.e., to accommodate a maximum of 260 people in a sq. km. However, maintenance of already existing constructions is allowed.
Ban religious organizations who are promoting devotees to increase population.
Do not allow anyone to give birth to a child without planting a minimum number of 10 long-life trees in the name of the child in advance. The department must have a system to locate, identify and monitor these planted saplings. Maintenance of these planted saplings is the responsibility of the aspiring parents. Refer Child birth.
Compulsory abortion must be done who are violating these norms with penalty.
Close down all schools, hospitals, hotels and other public facilities that can accommodate more than the permitted number of people in the city.
Ban all types of technologies used for artificial child birth, especially IVF, artificial insemination etc.
An urban city should not have population more than 500 persons per sq. km. Excess people should be expelled from the city immediately. This rule must be strictly implemented all over the world.
People who contribute substantially for the welfare, development and progress of the society, nation, entire world and the planet are not to be expelled. They and their immediate family members are to be given preference to stay wherever they would like to. The following categories of people belong to the preferred category:

  8. Nationally recognized teachers
  9. Nationally recognized linguists
  10. Nationally recognized vernacular linguists
  11. Nationally recognized poets
  12. Nationally recognized administrators
  13. Nationally recognized environmentalists
  14. Nationally recognized sportspersons
  15. Nationally recognized judges
  16. Nationally recognized cooks
  17. Nationally recognized cinematographers
  18. Nationally recognized pilots
  19. Nationally recognized yogacharyas

3. People who have planted and maintaining more than 1200 saplings of long-life trees

7. Alcohol manufacturers and traders
8. People who are engaged in large-scale pollution of water, soil and air
9. People who cut trees or cause permanent damage to trees
10. People who are in timber business

Dangerous consequences of artificial insemination:

Artificial insemination is a human interference in selecting sperms and forcefully inject to the egg. This will therefore bring disastrous consequences. This will spoil the natural logics of survival. Almost 50% of child births are happening today with this human interference. It has become a commercial venture by the medical science. In order to ensure high success rate, doctors quite often inject semen from semen bank with computer assisted physical profile match of the male partner with/without the knowledge of the couple. It is a warning to all prospective parents not to venture into such spiritually criminal offense. Kids born from such unnatural methods will have many deficiencies and the society will have to face disastrous consequences on account of these unnatural medical practices.

Exploitation of the weaker section will be increased
Courts will be flooded with divorce cases, criminal cases and disputes
The society will become intolerant towards the systems, traditions and brotherhood
Sporadic clashes in the name of religion, caste, creed, race etc will be reported at many places in the society
They will have very fluctuating mind and will not stick on to any decision. They can be easily influenced with evil thoughts and radicalized by extreme groups.
Gay, lesbianism relationships, same sex marriages will be preferred and gets more acceptance in the society.
The generations coming out of this batch will display more destructive tendencies. They will destroy all the traditional human values and create a lunatic human world. Corrections will be impossible after the third generation of this breed.

Most of the above problems were seen even in the past in the society, before the introduction of this medical practice. However, it was far and few and very much under control. Sporadic mob violence, lawlessness, formation of organized warring groups etc. are frequently seen during these days. It is like pouring highly inflammable oil to the existing fire by adding one more individual if this technology is permitted anymore.

A survey to be conducted to identify and locate for taking the total strength of this breed in the society. The following action plans are to be initiated.

They should be prevented from giving birth to the next generation.
Life-long sterilization must be made compulsorily for them.
They should not be permitted to be a single decision making authority in any key portfolios.
They should be barred from handling or possessing weapons of mass destruction.
They should be given special diet for increasing resistance power as they will be vulnerable to many fatal diseases.
They should not be entrusted with matters of secret nature. They have feeble mental strength to keep up the matters of secret nature.
They should not be left alone in a place for a long time as this will trigger their violent nature.
They will not be able to control their sexual desire. Lust will dominate in their interpersonal relationship. This is applicable to both male and female genders. They may resort to violence for the same purpose. People concerned should be aware of this possibility and avoid giving opportunities to the extent possible.
Extreme uncontrollable anger, destructive mentality, sadism, violence, cheating, jealousy etc are their dominating characters.
They can be kept engaged in works of repetitive nature. They will not be successful in works that demand creativity and imaginative skills.
It is advisable to introduce a special training session for such people so as to minimize the danger. Specially trained teachers are necessary for conducting training sessions.

People who are engaged in such medical practices will be awarded with death punishment, both to doctors, nurses, assistants and the hospital management. Aspiring parents must understand that the child born out of this technology will destroy you and the society. You are unfortunately giving birth to a human time bomb. Instead you should enjoy the blessings of the Nature and spend your time in afforestation and Nature cleaning activities rather having such children. These trees planted by you, protected by you are to be considered as your children. They will always do good to you and to the society. The department must carry out strict action and ensure compliance of the guidelines of the new regime of administration.

The department head must convene meetings with senior officials of the department and make a complete draft of rules, regulations and by-law of each and every function of the department. This is 100% required for the smooth functioning of the department. You must ensure that these by-laws are framed in accordance with the fundamental guidelines of the new regime of administration. All the existing rules and regulations of the department will automatically become null and void with the introduction of the new regime of administration. A printed copy of this new constitution has to be given to all senior officials within the department and a copy each to all other heads of the departments for their reference.
