The department should generate income from tourists visiting the nation. It promotes job opportunities, boosts internal sales, promotes business of traditional products, hi-tech unique products developed by the research wing of every department in the areas of services, utility products that are appealing in the international market. The research wing of every department must focus on this area and attract tourists to the nation.

The definition of tourism today unfortunately is misunderstood as site-seeing, visiting monuments, merry making in beaches and hotels etc. This is a totally mistaken concept of tourism. The real tourism is none of the above. In the new regime of administration, tourism will have a different view. Most of the departments in the new regime of administration have separate research wing. They are supposed to focus on inventing various types of technologies, apparatus and services to help the department in efficiently implementing their responsibilities. The outcome of every research wing and their inventions can be exposed to the outer world and generate income for the nation. Smart and efficient research wing of departments will be getting opportunities to reach out to the global market through this media. Indent from many nations will pour in if the product is unique, 100% eco-friendly and cost-effective. Other nations will send teams of people to study the technology, to evaluate the technology and their efficiency. These evaluating teams are the real tourists for the nation.

Entertainment and business trips are to be clubbed in this exercise. This will result in high level international competition, cooperation, productivity, efficiency, making cutting-edge technologies by experts in every department.

Unique traditional lifestyle, traditional products, traditional agriculture cultivation, traditional medicines and wellness treatments will promote “Medical tourism”.

All departments must focus unique concepts that will attract tourists to the country and improve the revenue of the nation. Law and order to provide safety of tourists also is a concept of tourism by naming “Land of peace and tranquility tourism”.

Train the interested people to provide facilities for accommodation, display of traditional lifestyle in every possible field of giving relaxation, knowledge of advantages and benefits, and experience the traditions of the country.

Few related departments can make joint activities to invite tourists to the country. For an example, people who are involved in cooking of traditional food can be joined with transportation department and health care department etc. so that a complete package can be organized and given to the prospective tourists. Departments should not behave like water-tight compartments, instead there should be mutually beneficial associations between the research wing of every department within the nation.

1. Tourists are invited to have an exciting experience of travelling in old style of bullock cart driven vehicles, horse riding, riding on donkeys, travelling on trained elephants etc. All of these are different experiences of travels.
2. Tourists should be given opportunity to experience various traditional lifestyles like preparing the ground for cultivation, try sowing seeds, experience harvesting of paddy etc. will be the most memorable experience for tourists to visit under developed and developing countries.
3. The concept of tourism should be marketing of the potential of what you have, what you inherit, the rich traditions you enjoy. Every tourist wants to experience some uniqueness as they are tired of seeing same type of facilities as in their home town. Tremendous opportunities are there with many of the nations to boost their economy from tourism if they plan it and develop unique strategies on their own.
4. Making convenient rules for tourists visiting the nation is also important.

Providing facilities to participate tourists in afforestation campaign, planting of saplings, waste management system, participating in campaigns of cleaning up the Nature from bio non degradable materials etc. This concept of tourism can be named as “Afforestation tourism” or “Tourism for Nature cleaning” or both.

7. Tourists are not permitted to stay more than 6 months in a radius of 500 sq. km. circle.

It should be remembered that every nation should develop innovative projects and concepts based on 100% eco-friendly ways and means and thereby attract tourists.

The department head must convene meetings with senior officials of the department and make a complete draft of rules, regulations and by-law of each and every function of the department. This is 100% required for the smooth functioning of the department. You must ensure that these by-laws are framed in accordance with the fundamental guidelines of the new regime of administration. All the existing rules and regulations of the department will automatically become null and void with the introduction of the new regime of administration. All employees must follow the new rules and regulations in letter and spirit without fail.

The draft must be framed 100% in accordance with the guidelines of the new regime of administration and forward the same to HR department, who will go through the draft and re-confirm all aspects of the by-laws including the man power requirement. HR department has to reconfirm that the rules and regulations are not contradicting with the fundamental guidelines of the new regime of administration and put up the same to the head of the nation for final approval. The approved draft thereafter becomes a rule, regulation and by-law of the department. This must be done on a war-footing basis. The entire process must be completed within a time limit of 122 days from the date of enforcement of the new regime of administration. The final approved rules and regulations of the department will be the new constitution of the new regime of administration for the department. The process of incorporating any changes, amendments, alterations, additions or deletions can be suggested by the head of the department at a later stage and the same has to be forwarded to HR department for scrutiny and should be sent to the head of the nation for ratification. A printed copy of this new constitution has to be given to all senior officials within the department and a copy each to all other heads of the departments for their reference.

Violation of the above guidelines will result in nothing less than death warrant. The invisible forces of Nature are tracing and tracking every moment of all of you. Do not take any risk of violating the guidelines of the new regime of administration. It will be at the cost of your life.
