Department for pollution control

The department is supposed to be in-charge and responsible to prevent and control all types of pollution of air, water, soil, sound, dust, radiation etc. Alarming pollution level of today indicates that this is one of the most inefficient department. The department head should ask most of the officials as to why they should continue in service.

Their primary function must have been taking bribe from industries, businessmen, hospitals, hotels, apartments etc. and allow them to dump all kinds of pollution in water bodies, into atmosphere and in soil etc.

They were enjoying life on somebody’s expenses till yesterday. All of you will be taken to task with merciless punishment. Recovery will be made including from the retired people. Recovery will be made even from their legal heirs and people who enjoy their amassed illegal properties if the official is no more.

The department head shall immediately stop pensions and salaries of officials until they prove their innocence. They may be thinking that there is no proof that they have taken bribe. The biggest proof is the atmospheric pollution level today. No other proof is required to punish all of them. The department must ensure that the above orders are implemented 100% and send action taken report to HR department.

The department will have to address all pollution related matters that include the following apart from many others:

  1. Issue license to industries, hotels, hospitals, factories, entertainment centres, religious centres, apartments, commercial complexes etc. only when you are 100% satisfied with the pollution control system installed at their centres.
  2. Take strict action against non compliance of pollution control norms. Close down the outlets of business centres violating pollution norms if necessary. Report to vigilance department if someone is offering bribe for not doing your duty.
  3. The department should conduct periodic checks and ensure that all systems are in place and working properly. You need to make surprise visits to institutions, especially to doubtful institutions. All the money the department has collected by way of fines from the defaulters should be given 50% to waste management department and 50% to environment department, marking copies to Finance department.
  4. All institutions applying for license from Pollution control department must ensure that 50% of the land property should be allotted for afforestation in and around the premises of the institutions. This is also a part of pollution control.
  5. One of the major responsibility of the department is establishing self-sufficient farm villages throughout the nation at all geographically suitable locations. This has to be done on a war-footing basis. This is a responsibility that cannot be taken lightly. All farms should be in place within a year from the date of enforcement of new regime of administration. The farms should be 100% self-sufficient. Keeping this objective in mind, a self-sufficient farm should be developed in 1 sq. km. of land, not more, not less. Refer all the rules and regulations of the self-sufficient farm. You shall coordinate with all other departments to ensure their support and their interference in their respective areas. In coordination with Agriculture department you have to find out how many farms can be developed in the nation. All the suitable places should be identified and blocked for development of farms. This information should be reported to all other departments including Head of the nation, who will in turn report to UN. Self-sufficient farms can be developed in remotest areas if proper road facility is provided. All the farms will have to be 100% pollution-free in all respects. No chemicals are permitted inside. No dust pollution, no sound pollution, no radiation pollution, no chemical pollution, no air pollution, no water pollution and no soil pollution will be in the farm. A self-sufficient farm will be an ideal place for you to project to the outer world as a pollution-free environment. Success of these farms is the measuring scale for the success of the department. Implement all the rules, regulations and guidelines without violations, deviations and dilutions. Delay in implementing farm projects is considered as a serious violation. Head of the department must report to Head of the nation as to why you should not be punished for the delay. The punishment also will be imposed on all the departments concerned including Head of the nation.
  6. The department shall not permit anyone to use loud speakers/sound systems anywhere including on public roads. The maximum sound produced by any equipment including vehicles should be within the safe dB limit. This is applicable to aircrafts, ambulances, any sirens etc. The department must take strict compliance of this guideline without fail. Refer Sound pollution – equally or more dangerous than poison
  7. The department shall implement “Vanamala project” for detoxification and radiation-free atmosphere published in the website of M/s. Gurukripa Enterprises at all public places, buildings (both indoor and outdoor), public road sides, under long-life trees etc. The department must ensure that the area allotted for gardening must have Vanamala project compulsorily apart from other garden plants before granting licenses to them. Apartments, industries, schools, colleges, public buildings, private buildings must implement Vanamala project on a war-footing basis to detoxify air, water, soil pollution, radiation pollution, poisonous chemical pollution etc.

The department head must convene meetings with senior officials of the department and make a complete draft of rules, regulations and by-law of each and every function of the department. This is 100% required for the smooth functioning of the department. You must ensure that these by-laws are framed in accordance with the fundamental guidelines of the new regime of administration. All the existing rules and regulations of the department will automatically become null and void with the introduction of the new regime of administration. All employees must follow the new rules and regulations in letter and spirit without fail.

The draft must be framed 100% in accordance with the guidelines of the new regime of administration and forward the same to HR department, who will go through the draft and re-confirm all aspects of the by-laws including the man power requirement. HR department has to reconfirm that the rules and regulations are not contradicting with the fundamental guidelines of the new regime of administration and put up the same to the head of the nation for final approval. The approved draft thereafter becomes a rule, regulation and by-law of the department. This must be done on a war-footing basis. The entire process must be completed within a time limit of 122 days from the date of enforcement of the new regime of administration. The final approved rules and regulations of the department will be the new constitution of the new regime of administration for the department. The process of incorporating any changes, amendments, alterations, additions or deletions can be suggested by the head of the department at a later stage and the same has to be forwarded to HR department for scrutiny and should be sent to the head of the nation for ratification. A printed copy of this new constitution has to be given to all senior officials within the department and a copy each to all other heads of the departments for their reference.

Violation of the above guidelines will result in nothing less than death warrant. The invisible forces of Nature are tracing and tracking every moment of all of you. Do not take any risk of violating the guidelines of the new regime of administration. It will be at the cost of your life.

All the corrupted people will have to face death warrant punishment, if they do not make use of the final chance to escape from the punishment as provided in Amnesty scheme.
