Introduction

“The new regime of administration” is a new commandment issued by “The Almighty Holy Nature” through M/s. Gurukripa Enterprises – a humble servant of God, to be followed by all nations all over the world irrespective of its present type of governing system. Henceforth this new regime of administration only will be prevailing all over the world, replacing all existing man-made constitutions, rules and regulations.

The commandments and guidelines given here in “The new regime of administration” will be the supreme constitution, and all existing laws will become null and void. No nation will have any administrative alternative option or system to govern the nation. Any violation anywhere in the world will be punished by the invisible forces of the Nature instantly. Such offense will be deemed as unpardonable crime against The Almighty.

Considering the practical difficulties to change over to the new regime of administration, a grace time of not exceeding 100 days will be given to the nations. All the present head of the nations will be permitted to continue until they finish their term, provided, the nation does not violate any guidelines, principles, rules or regulations of the new regime of administration. This is applicable to all nations and kingdoms. Fundamental guidelines are announced along with hierarchy and reporting structure. Major roles and responsibilities of officials department-wise are also given. Head of departments along with senior officials of the department should make a draft of the rules, regulations, by-laws of the department and forward the draft to the Head of the nation.

Fundamental guidelines and principles of the new regime of administration must be kept in mind while framing the rules of the department. Each department will be allotted certain percentage of fund to manage the entire affairs within the department by the finance department. The central government will collect taxes from the public as per the guidelines only. The central government will distribute funds to the respective departments as per the guidelines only, nothing more.

All of you must be aware of the fact that mighty forces of the Nature are tracing and tracking every moment of each one of you. Defaulters who are violating the guidelines will be punished. Punishments after warning are awarded to people who are plotting, making conspiracies against the new regime of administration. Punishments will be levied without even warning if the violation is against the fundamental guidelines.

“New regime of administration” will be in force with effect from.

The new regime of administration will be in force with effect from 16th Feb 2025.

All existing publicly elected authorities holding administrative controls including ministers, legislative assembly members, elected member of parliaments, corporation mayors, councillors of corporation and municipalities, municipal chairman and board members, panchayat president or equivalent, panchayat members and all other politically appointed representatives or elected representatives (or holding above mentioned equivalent posts) should voluntarily resign from their posts and handover the responsibilities to the respective department heads, except the head of the nation. Such political multi-layers of governments will seize to exist with the introduction of the new regime of administration.

Various elected representatives and their posts presently available with local governments, district-wise, state-wise and nation-wise ruling systems, either elected or appointed by politicians are to be dissolved on the enforcement of the new regime of administration. The nation will be ruled by head of the nation assisted by head of the departments. It is going to be a bureaucratic administration although the head of the nation is appointed based on election.

People who hesitate to follow the instructions and make agitations, conspiracies, strikes etc. including their supporters will have to face serious consequences and punishments since they are agitating against the Supreme Commandments of The Holy Almighty Nature. The punishment will be nothing less than death warrant without any trial. People who have resigned may submit their resume in the employment department quoting their experience and qualifications for a suitable appointment. However, it may be noted that all recruitments will be based on merit only.

Hierarchy of the reporting structure of each nation all over the world

a) System of governance

With the introduction and enforcement of the new regime of administration, there will only be one structure of administration all over the world, replacing all the older ones. It will be as per the hierarchical chart. All multi-layer systems of governance existing in various nations like states, corporations, municipalities and panchayats and their equivalents prior to the new regime of administration will seize to exist. Elections in democratic countries will be held to select suitable person for the post of Head of the nation only.

The Head of the nation must get atleast 50% + 1 vote to get elected in the election. All department heads will report to the respective Head of the nation. If no one is able to get minimum required majority of 50% + 1 vote share in the election, re-election will be conducted after 2 years by the Election department. Until then, the supreme court Chief justice will be the Head of the care-taker government. In the absence of the Chief justice of supreme court, the responsibility of heading the nation will be entrusted to the Revenue department head until the Chief justice of supreme court assumes office.

Department heads and all other government employees are to be appointed only based on their skills. All government officials including Head of the nation must take oath in the name of God, The Almighty before assuming charge. Those who hesitate to take oath in the name of God will be disqualified to remain as government servant. No one will be allowed to take charge without oath in the name of God. Oath must be taken in the presence of the divisional head/department head. Head of the nation should take oath in the presence of supreme court Chief justice of the nation.

The same process should be followed in the case of king/queen as Head of the nation. Head of the nation will be selected by the existing law of inheritance in the case of kingship rule and not by election. However, if the governing kingship system is not effectively carrying out or if there are violations, deviations or dilutions in the fundamental guidelines of the new regime of administration, the Head of the nation will be selected by election, replacing the inefficient king. This decision will be taken and informed by a publication in the official website of M/s. Gurukripa Enterprises (www.deathwarrant.in). Election department will be formed who will conduct election for the purpose of electing the Head of the nation.

The respective departments of the nation will rule the nation under the leadership of the Head of the nation. There shall not be any parallel system of governance apart from this structure. No state government, no need of any corporation. There will be only one election to elect the Head of the nation in the case of democratic nations. If no one is able to get minimum required majority in the election for the post of Head of the nation, then re-election will be conducted only after 2 years.

b) Reporting structure

All nations and government officials including United Nations are supposed to follow the below given reporting procedure without fail according to the new regime of administration for the smooth implementation of guidelines, rules and regulations. Violators of the below given reporting procedure will be punished. Since this structure has been given by The Holy and Almighty Nature, the intensity of violation will be ranked as most serious. Death penalty will be the punishment to all violators. The invisible forces of the Nature will implement the punishment. There will not be any trial on such offenses.

This reporting structure is applicable to all nations all over the world irrespective of democratic nations or kingship nations. Heads of all nations shall report to United Nations. There shall not be any kind of state governance separately within any nation. All Head of departments of the nation are responsible to rule the entire nation under the leadership of the Head of the nation. All Divisional heads under each department shall carry out their responsibilities under the supervision of the respective Head of the department.

Punishments on violation of the new regime of administration

Violation of fundamental guidelines and policies will be the most unpardonable offense. This will be deemed as action and offenses against The Almighty. Death sentence will be awarded to anyone falling into this category. The death sentence will be implemented by the forces of the Nature without any trial. Officials of the government including the Head of the nation should therefore be vigilant not to violate knowingly or unknowingly any of the fundamental guidelines. Violation of departmental rules and responsibilities will be as per the new penal guidelines of the new regime of administration. In case of court cases, judgement shall be pronounced within 6 months. No case shall be kept pending for judgement for more than 6 months. All interrogations and crime detentions to be completed within this timeframe.

HR department will be liable if judgement is not announced on time on account of shortage of man power. Dismissal from the service must be done against officials concerned. No suspension business henceforth. Authorities who fail to accept cases in fail will also be punished. Concerned divisional head and department head will be held responsible on violation of accepted departmental rules.

Speed, truthfulness, obedience to the new regime of administrative rules are no more considered as just good qualities but it is mandatory, and are the basic qualities to be a government servant. Anyone unable to work with the required pace will be considered as unfit for the job. Survival of the fittest is the fundamental principle of the Nature. Unfit will have to therefore take voluntary retirement or will be thrown out of the system. The system will not carry any unfit on humanitarian ground. No compromise will be accepted at any level in violation of laid down rules.

Grace time for the implementation of the new regime of administration

Grace time for the implementation of the new regime of administration by the nations will be for a period of 100 days starting from the date of enforcement. All the department officials should take charge of the department in their respective assignments, taking oath in the name of God. They can perform their official duties without violating any guidelines issued by the new regime of administration. The department heads should get involved in drafting the new rules, regulations and by-laws of the department within the framework of the fundamental guidelines and policies of the new regime of administration. The department heads should ensure that the regular functions should not get blocked until the implementation of the new rules and regulations of the department.

The fundamental guidelines and principles of the new regime of administration

Abolish levying of personal income tax with immediate effect.
Wealth tax shall be levied @ 0.25% on the net wealth exceeding INR 30,00,000/- or equivalent. Land utilized for making forest not to be included in wealth tax.
Abolish levying of gift tax with immediate effect.
Land tax to be abolished.
Salaries and pensions of all government officials to be slashed by 50% with immediate effect. Pension scheme for all government jobs henceforth to be discontinued with immediate effect.
Governments must procure what farmers produce and pay them already declared value within 15 days of procurement.
Building tax to be levied as per the chart given.
No hybrid seeds to be used for cultivation.
No hybrid variety of animals should be allowed to be continued. Animal husbandry department must ensure compliance of this rule.
Ban all types of chemical manure and chemical pesticides with immediate effect.
Farmers should grow crops as per the direction of the government only.
Direct taxes should be levied based on the value of the commodity irrespective of the type of product. Taxable rate should not vary from product to product.
Agriculture department must be held responsible in case of excess or shortage of production of food grains. The damage should be quantified and the amount must be recovered from the department. Dismissal from employment must be the minimum punishment on defaulting officials. No suspension business henceforth. This rule is applicable to all departments.
Indigenously made arms only to be used by the defense purpose. However, already procured arms can be used until its lifetime. In case of import of some essential arms, same value and quantity of arms to be exported.
Ban job quota for dependents.
Ban all types of reservations. All appointments should be purely based on merit.
No free or subsidized education. It is allowed only for primary/preliminary education.
In case of democratic nations, selection process to elect will be conducted only for the post of head of the nation. No other election is permitted or required. A minimum of 50% +1 vote to be attained to win the election. This vote share must be based on the total eligible voters published by the election department and not based on the casted vote. In case of no winner with a minimum vote share of 50% + 1 vote to elect the head of the nation, the post will be kept vacant for a period of 2 years. However, the supreme court chief justice will be given additional charge to manage the affairs of the head of the nation. Re-election will be held after the end of 2 years to select the leader. The process will be repeated until people select their own leader.
Nations amassing wealth, utilizing any type of Natural resources must spend 20% of their sale value for afforestation and Nature cleaning activities. It may be noted that it is not based on the gross profit. It is based on the total sale value. Auditing has to be done separately to establish that minimum 20% is spent on afforestation and Nature cleaning activities.
Gross profit on any product should not exceed 50% of the product making cost.
Death sentence must be awarded without delay by all courts to criminals eligible for 7 years or more imprisonment. This rule is applicable to all prisoners all over the world with immediate effect. The Almighty Nature will not allow these criminals to live, enjoying the facilities of the Nature like air to breath, water to quench their thirst, food to eat and medicines to cure their diseases.
All individuals including new born babies must have a minimum of 10 long-life trees planted in their name. This is a must for the right to inhale oxygen from the atmosphere. Any shortfall will automatically reduce their lifespan at the ratio of 10 years per long-life tree. Afforestation department will have the responsibility to monitor this system. Some kind of software chip to be implanted in the plant without damaging the plant to identify and trace the persons who planted the saplings. Auditing must be done atleast once in 5 years.
A minimum of 65% of the land area of all nations should be forests. No industrial activities should be permitted inside the forest. No encroachment should be permitted inside the forest area. No cultivation is permitted inside the forest area. No tourism activity in forest area.
Income of the nation :- Income generated from all the departments of the nation should be remitted to the Finance department as “Income of the nation”. Below are the main sources of income for the nation:
1. Amount collected from taxes
2. Amount collected as returns from investments
3. Amount generated from individual departments by way of selling their technologies, products, services, providing facilities and amenities etc.
4. Amount generated from royalties
5. Amount generated from penalties, fines etc.

Government should allot/distribute tax revenue to departments on the following basis.
1. Total admin expenditure including salaries, pensions and other benefits to all government employees of all departments :- 10%
2. Expenses of Defense department :- 3%
3. Expenses of PWD department :- 3%
4. Reserve fund :- 1.5%
5. Emergency fund :- 2%
6. For disaster management :- 3%
7. Afforestation and Nature cleaning activities :- 5%
8. 1% each to all 74 departments, except 0.5% for the following departments:
  1. Excise department
  2. Election department
  3. Employment department
  4. Tourism department
  5. Department to prevent radicalization, exploitation of human resources, misguiding people, monitoring religious activities
  6. Department for Vasthu-shastra and architecture
  7. Mining department
  8. Entertainment department
  9. Department for public grievances
  10. Legal metrology department
9. Repayment of loans :- 3%
10. To United Nations :- 0.5%
Democratically elected government has no authority to undertake any development activity in the nation longer than their governing period since the mandate is only for a maximum period of 5 years.
No borrowing of funds is permitted by any department. However, individual department can borrow funds, provided they are 100% liable to repay the loan from their own sources. The amount to be borrowed should have the approval by the finance department ratified by the government. The borrowed fund has to be repaid within a period of 4 years.
Normal retirement age of all government employees to be fixed at 60 years of age.
Normal retirement age of the following government officials is 65 years:
1. Head of the department
2. Supreme court judges
3. Chiefs of army, naval and air forces
4. Head of United Nations
All nuclear arms must be diffused and destroyed 100% without fail within 90 days of the enforcement of the new regime of administration.
All nuclear power generating stations must be shut down within 240 days of enforcement of the new regime of administration.
No new construction of dams will be permitted.
Existing dams height should be reduced to 50% of the present capacity.
No government official can visit foreign countries by spending government fund for learning or treatment of diseases. This rule is not applicable to External Affairs department, Trade and Commerce department and Export Import department.
No one is allowed to stop working or call for strike. It is illegal. This is applicable to all citizens of all nations.
No strike or political activity is allowed in schools, colleges or other learning centres.
Abolish all types of reservation policies for minorities, majorities, handicapped people etc. All appointments to be made 100% based on merit.
No discrimination based on caste, creed, religion, race, gender or age will be permitted.
Follow minimum requirement of planting by every citizen for giving birth to child. Refer Child birth
All nations shall set up self-sufficient farm villages at all geographically suitable places. Pollution control department shall be the overall in-charge for this in coordination with all other departments. Violation of guidelines given in the self-sufficient farm project will attract punishment. Delay in implementing is also a part of violation. Self-sufficient farm is quite necessary for the overall development of the nation.
People are allowed to follow any religion of their choice but religion conversion by any ways and means is prohibited.
Conversion by exploiting the weakness of the common man is prohibited.
No depreciation benefit to be given for buying missionaries and vehicles.
Abolition of fishing nets with mesh size less than 3 cm.
Abolish all types of plastic items less than 650 microns thickness irrespective of its usage or utility.
Borrowing more than what a department cannot repay within 5 years are banned. This is applicable to all government institutions. Repayment schedule must be prepared based on the income at the disposal.
No government is authorized to levy new taxes or any kind of revenue collection other than the ones approved by the new regime of administration.
Borrowing terms and conditions should be in accordance with internationally accepted rate.
Recovery will be made in case the existing borrowings found to be higher interest rate than the internationally accepted rate. Recovery of such transactions will be made from then ruling politicians and officials. If they are not alive, recovery will be made from their dependents and legal heirs by confiscating their movable and immovable assets.
Uniform currency:
1. Within a year of enforcement of the new regime of administration, UN shall introduce a uniform currency (in the form of notes, coins, gold cards and silver cards) to be used by all nations.
2. Henceforth only this uniform currency printed in various denominations will be in circulation throughout the world.
3. Present currencies printed by nations shall be stopped thereafter. However, there must be some grace time for withdrawing existing currency circulated among the public and replace with uniform currency.
4. UN shall submit the draft image of uniform currency to M/s. Gurukripa Enterprises before printing. Finance and economic department of UN shall evaluate the financial position of the individual nations and accordingly they should be provided with the equivalent uniform currency. Terms and conditions on this matter shall be prepared by experts and the finalized draft shall be forwarded to M/s. Gurukripa Enterprises for approval.
5. UN will have to make necessary infrastructure for printing of uniform currency incorporating all possible precautions to avoid counterfeit currency.
6. UN shall insert a minute chip inside every currency.
7. This new uniform currency will be known as “GK” currency.
8. UN shall not use any images of political, religious, social leaders in the uniform currency. “The Holy Nature” heading on top, flag of M/s. Gurukripa Enterprises, chip and ID number are mandatory in the currency.
9. Nations or any other agencies engaged in wrong practices, manipulations of illegal printing of currency will attract capital punishment.
10. Only UN shall be the authorized agency to print and circulate this uniform currency to all nations.
11. Other types of currencies like crypto currency will be illegal. UN need not consider value of such illegal currencies while deciding on the assets of the nation.
12. UN shall introduce 24 carat gold inserted into tamper-proof cards as currencies with a denomination of 0.25 gm, 0.5 gm, 1 gm, 2 gm, 3 gm, 5 gm, 10 gm, 20 gm, 50 gm and 100 gm of gold. UN need not mention the market value on these cards. The market value will be fluctuating like any other commodity in the market but the quantity of gold in the card should be mentioned on the card. The same can be implemented using pure silver (999) with denominations of 5 gm, 10 gm, 20 gm, 50 gm and 100 gm of pure silver. These GK gold and silver cards should display “The Holy Nature” heading, flag of M/s. Gurukripa Enterprises, a chip, ID number and the year of making. The card should be made in such a way that it is 100% tamper-proof.
Government funded celebrations, birth/death anniversaries of leaders of the past (religious or political or social) will be banned henceforth apart from the below listed activities:
1. Government declaring holidays on such occasions
2. Fund mobilization from the public for such occasions is illegal
3. Organizing meetings by blocking public roads
4. Using loud sound systems
5. Release of advertisements in various media using government funds
6. Constructing statues in government properties. Already constructed statues of the leaders on government land will have to be removed by the concerned parties within 30 days after the grace time of the new regime of administration. If no action taken by the respective political parties, these statues will be demolished by the government authorities and the expenses for demolition will be levied on those responsible. Government fund cannot be used for such activities. The elected government has no right nor authority to engage in such activities.
7. Donations or any facilities (in cash or kind) given to organizations, private organizations by any of the present or previous governments (upto past 50 years) are to be withdrawn with immediate effect. Revenue department shall make an account of such facilities, donations, land or in cash or kind are to be quantified. Recovery should be made on this basis. If the organization fails to remit the amount within 30 days after the grace time of the new regime of administration, Revenue department must proceed with confiscation activities to recover the amount.
8. No religion based function can be conducted on public roads. Government fund cannot be used for such activities.
9. Revenue department must take back all the government lands allotted to religious groups and other organizations in the past at free of cost. This rule must be immediately implemented without delay. Any constructions in those lands must be demolished without any notice. No court shall issue stay on such demolition works as it is one of the fundamental guideline. Violation of these guidelines is punishable. Violation includes delay in implementation and also not implementing quoting lame excuses. Revenue department will be answerable for such violations. Revenue department can utilize the services from police as well as military if required. Anybody preventing the demolition or confiscation activities will be shot at sight after making 3 public announcements on the spot, ordering people to disperse peacefully.
10. However, allotment of government land at free of cost or constructions done with government fund or both to accommodate economically poor citizens need not be demolished or confiscated. They can be allowed to continue there, provided they are really economically poor. Undeserving people who have been given such allotment/facilities due to their proximity towards politicians or other leaders should be forcefully checked out within 10 days of notice period. No land should be given in future even to economically poor people. This practice should be completely stopped. It is their personal matter why they are economically poor. Such practices will discourage people to work hard and save money. People who have been allowed to stay in government properties and people who have been allotted government land at free of cost in the past will have to pay the value in easy installments. Revenue department must make valuation of such buildings and land, and recovery schemes should be introduced. People who fail to remit amount should be forcefully checked out. The past 20 years allotments have to be reviewed for this. Henceforth, no government will have the right to dispose government land at free of cost to anybody irrespective of their economical background, social background, religious background, career background etc. You must understand that nothing is free in this world and Nature’s law of survival of the fittest will be the rule of law. Survival of unfit cannot be encouraged to be a part of the society any more. If any government official is violating or helping directly or indirectly survival of the unfit, they are making criminal offense in the eyes of The Almighty Nature. The existing system of helping the undeserved is not acceptable anymore. It is high time that you realize the fact.

The new regime of administration to be implemented through 74 departments of each nation all over the world

a) Definition of a department

A department here defines a part of the government with a specific area of activity, specific roles and responsibilities, specific enforcement authority, developing specific monitoring mechanism ensuring maximization of productivity and efficiency.

Every department has got specific targets to perform and achieve. Department heads and others in-charge of every heads of activities must shoulder the responsibility impartially to implement without violating the fundamental guidelines of the new regime of administration. Non performance, quoting lame excuses will not be permitted and such people must be shown the exit door. Department heads must make a core team of section heads and draft clear terms, rules and regulations to be followed within the department. This draft of the regulation should be put up for approval to the HR department. HR department can accord approval within the framework of the fundamental policies and guidelines of the new regime of administration. This must be completed within 4 months from the time the new regime of administration has come in force.

The head of the department will report to the head of the nation. The section heads and department heads will be held responsible for any irregularity or violation of norms. They will have to face trial and punishment suitably. Violation, deviation or dilution from the fundamental policy will be viewed seriously and punishment is nothing less than dismissal from the services along with recovery of damage from the personal wealth.

All trials will be held and judgement should be made available within 6 months of filing petition. Non-acceptance of petition will be considered as a major offense by the officials in-charge. Delay in announcing judgement will be considered as an offense and calls for suitable action. HR department will be held responsible if the delay is on account of lack of man power.

The new regime of administration is not focused on toppling the present government but to establish certain fundamental guidelines for the betterment of the society, for the betterment of Nature and utilization of Natural resources.
