It is a very crucial department for the survival and prosperity of the people in the nation. The department must have the following divisions to implement all the responsibilities of the department efficiently.

Long-terms crops division
Short-term crops division
Honey bee development and extraction division
Division for bio-fertilizers
Research and development division
Organic pesticide division
Division to develop technology to preserve highly perishable vegetables, fish, meat etc. using 100% eco-friendly methods.
Division for preservation of rare seeds and indigenous seeds.
Development of agriculture tools and equipment.
Division for preserving indigenous varieties of animals having in-born high resistance power.
Division to prevent high yield hybrid varieties of seeds, animals and vegetables.
Farmer welfare division.
Every division will be headed by the head of the divisional manager reporting to the head of the department.
Guidelines for the department:
The department should ensure permanent shut down of all manufacturing units of chemical manures, chemical fertilizers and chemical pesticides with immediate effect.
The department must promote manufacturing of bio-organic fertilizers and organic pesticides and make them available in sufficient quantity all over the nation.
The department must engage a separate wing of research and development activities to enrich and produce powerful organic manure and organic pesticides.
The department must have strong wing to promote indigenous seeds and animals that have got high immunity power.
All hybrid varieties of seeds and animals must be completely eradicated as early as possible.
All seedless varieties and one-time use varieties must be banned with immediate effect.
Ban all types of large scale cultivation of drugs like tobacco, ganja, opium, marijuana etc.
Ban all types of single crop cultivation as this will destroy soil productivity.
The department must educate farmers about the ideal combination in multi-crop cultivation.
The department must conduct research on various possibilities of soil enrichment, soil fertility and soil productivity.
The department must declare buying rates of every item produced by the farmers. The department must decide and inform farmers about the crops they are supposed to cultivate in every season. The department should make a calendar of cultivation, time, type of cultivation, manure required for every cultivation, usage of organic pesticides, buying rates of various yields etc. The calendar should be supplied to all farmers.
The department must avoid repetitive cultivation of crops in the same land.
The department must ensure that there is no excess or shortage of production. This has to be done based on the survey of domestic requirement and requirements for export market.
The department will be penalized for the excess production or shortage of production, leading to scarcity of food or excess supply.
Data of required quantity and quality of agri-products must be taken from exporters well in advance.
Immediate alternative arrangements must be carried out to replace shortfalls of production in case of damage due to natural calamities.
Department must ensure that all farmers get reasonable return considering their expenses on seeds, manure, irrigation expenses, expenses on pesticides, expenses incurred on labour, machinery etc.
No farmer should suffer due to insufficient or inadequate or irrational value fixation on commodity buying rate.
Inefficient officials should not be allowed to continue in the department.
Farming land should be surrounded by long-life trees as this will protect crops from powerful winds.
The department can consider offering attractive insurance schemes to compensate the loss to farmers due to natural calamities.
The department head must convene meetings with senior official of the department and make a complete draft of rules, regulations and by-law of each and every function of the department. This is 100% required for the smooth functioning of the department. You must ensure that these by-laws are framed in accordance with the fundamental guidelines of the new regime of administration. All the existing rules and regulations of the department will automatically become null and void with the introduction of the new regime of administration. All employees must follow the new rules and regulations in letter and spirit without fail.
The draft must be framed 100% in accordance with the guidelines of the new regime of administration and forward the same to HR department, who will go through the draft and re-confirm all aspects of the by-laws including the man power requirement. HR department has to reconfirm that the rules and regulations are not contradicting with the fundamental guidelines of the new regime of administration and put up the same to the head of the nation for final approval. The approved draft thereafter becomes a rule, regulation and by-law of the department. This must be done on a war-footing basis. The entire process must be completed within a time limit of 122 days from the date of enforcement of the new regime of administration. The final approved rules and regulations of the department will be the new constitution of the new regime of administration for the department. The process of incorporating any changes, amendments, alterations, additions or deletions can be suggested by the head of the department at a later stage and the same has to be forwarded to HR department for scrutiny and should be sent to the head of the nation for ratification. A printed copy of this new constitution has to be given to all senior officials within the department and a copy each to all other heads of the departments for their reference.
