Guidelines to all the departments
The following guidelines are issued for the smooth functioning of the departments.
- Make a detailed draft of all rules and regulations under the chairmanship of the Head of the department.
- The draft should be made without violating any norms, guidelines and principles of the new regime of administration.
- The draft should be submitted within 300 days from the date of enforcement of the new regime of administration and the same to be forwarded to HR department for scrutiny.
- Ensure to strictly implement all the laid down rules, regulations and by-laws of the department.
- All departments must extend their cooperation and coordination to Pollution control department for establishing self-sufficient farm villages.
- Expel all defaulters from the services.
- The recommendation of the department head will be the final in this matter.
- Non performance should not be tolerated at any level.
- Evaluate the man power requirement of the department and put up the note to HR department for more man power if required and if justified.
- Coordinate with other departments through department heads wherever necessary.
- Manage all affairs of the department within the available resources allotted to the department.
- No department is allowed to offer subsidies, reservation to any community or caste.
- All recruitments must be done on merit and by the guidelines issued by the HR department.
- The department will be 100% responsible for the repayment of loan if any.
- Head of the department will be answerable for non payment or delayed payment of loans, facilities etc.
- The Head of the department will report to the Head of the nation.
- The draft of the by-laws of the department also should cover grade of all officials including head of the department. HR department should formulate policies on the same, including policies of promotions and parameters of the next Head of the department.
Selection process for Department head
A prospective candidate for the post of Head of the department in a nation should have the following qualifications. HR department will coordinate on the implementation and appointment of the same.
- Specialist in the skill development course on the subject of the department or closely related subject (or) Ph. D in the subject (or) Civil service.
- Age :- not exceeding 45 years (to get qualified). Retirement age :- 65 years.
- Experience :- A minimum of 10 years of experience in the senior portfolio of the subject.
- Gender :- No bar.
- Physically unfit will not be allowed. Health condition should be above average.
- Physically handicapped not allowed.
- Managerial ability to be assessed in the interview.
- Communication skills to be assessed in the interview.
- Proficiency to atleast two prominent languages.
- Confidential reports to be collected from the following departments about the candidate.
- Vigilance department
- HR department
- Law and order department
- Health department
- Officials in the interview panel for selecting Heads of departments:
- Chief justice of Supreme court (or) three individuals recommended by Chief justice of supreme court
- Head of UN (or) three individuals recommended by Head of UN
- Selected department heads
- HR department will scrutinize the eligibility of applicants and reject applicants who are not eligible.
- There must be atleast 5 individuals in the interview panel.
- The responsibility of conducting the interviews is with HR department of the nation.
